Actually the3/5 clause was put in to the Constution as a compromise.Southern delgates to the Constitutional Convention wanted all slaves counted as part of the population to INCREASE their representation in Congress;delegates from non-slave states wanted only free persons counted.The compromise of 3/5 of still allowed Southern states to increase their representation in Congress.Such a shame that? you failed middle school American history.
