Of course a nice incident light meter would do the work faster. When you use flash to compensate or fill shadows is important to know that you must program the flash sync speed (or lower) in the camera as priority. ? If you have a relatively flat horizon, I would reach for a split ND filter. The flash can only lighten the shadows that it can reach, and more than likely you'd just end up blowing out the forground.
